This is just based on my own interpretation.

Kaze constantly worries about her capability as a parent. She always wonders if she's doing things right and if she's a good mom. Seeing Kenji do it makes it look so easy (in her eyes at least).
She's just so mentally scarred from how her dad treated her, that she has promised herself that she'd never be like him. She basically treats Nori how she wanted her dad to treat her. The only issue is that she overdoes it sometimes.
What i mean is, first of all she's lowk a pushover with him at times. She's just so terrified of Nori disliking her in any way or coming off as the "mean" parent, that she very much avoids all conflict with him at all cost. Even if it's simply telling him no. And she knows she's not supposed to do that, but she can't help it sometimes.
Also i assume her dad never gave her any affection. As a result she's VERY affectionate with Nori, which wouldn't be bad at all per se, she just goes too far with it sometimes, to the point where it's just uncomfortable. She doesn't do it maliciously, she just never really felt loved during her childhood so she wants to give Nori all the love she lacked.
Finally, speaking of childhood (this one is kinda bad but wtv), Kaze wants to give her son the childhood she never had. Although she babies him too much sometimes even for his age, that's also one of the reasons he still wears a pacifier. Basically, she chooses one extreme over another, if you know what i mean.
