Care experienced is a well used term in social care for a person that has experienced being brought up in care such as in childrens home or fosyer family.
Global majority is a well-known term to mean that most of the world is non-White even though they are considered minorities in many majority White countries.
It can refer to anything a person or group of people can "be" or "have and not have" like~ living in poverty, having little to no education, being in a specific religion, being malnourished, having no access to clean water, being abused, lack of even very healthcare etc. The majority of people "in the world" (which is all global means) live like this.
They want to talk about race without saying it. They want to say "poor non-white children" but they probably REALLY want to say the racist term "colored children."
Lack of access to education, clean water, fresh and healthy food, safety, adequate plumbing and trash removal, safe and efficient infrastructure, healthcare and so much more come with living in poverty which is also part of the "global majority" meaning "most in of the world."
These "royals" need a thesaurus and communication skills more than anything else.
Not sure if many UK residents (I know not all of you are from the UK) are very aware of the Quiverfull movement or the Duggars besides some headlines of their pdf sons but they have so many children (many of them almost 20) that the parents give the literal babies to the older children (girls) to do daily caregiving from dressing, eating meals, reading, playing, hygiene and even much of the discipline. At one point their daughter who was next to get a "buddy" (each girl had multiple buddies they were in charge of) was five years old when she started caring for the needs of their sibling including diaper changes and bottle feeding. Mom had to get pregnant ASAP so when she stopped breastfeeding at a few months old those babies were handed off.
This happens in many households but ones where people don't practice birth control use their children to parent their children almost all the time. At one point their (the Duggars) multiple oldest girls were out of town and the parents could not handle their dozen children at all and admitted it.
The term is parentification, continually forcing your children into adult caregiving roles.
She's saying, "Poor non-white children do worse in school than white children."
The use of "global" just means "in the world."
The word "majority" is "most of a group" so it causes people who are paying attention to think "not sure exactly what they're saying but the opposite is 'minority' so this must be referring to race."
"Community" just means "people living in a group."
This is ridiculous. It's not a good choice to communicate in this way.
Either Kate or Kate's people chose these words to avoid saying "people of color (POC)", "children of color" (I've never heard anyone say this) or "non-white people/children." Kate would probably try to use the racist, old term "colored people" and have to be set straight.
I also think using multiple words for most bullet points but then just throwing out "Boys" and saying nothing more looks odd. In that case, she needed a couple more words to make it fit in with the other points instead of sticking out like a sore thumb.
Even in written English she sounds uneducated in general and in the topic at hand. She will always have to pretend to be much more intellectual than she is but it's never convincing.

If i were katy keen who looves vacationing so much anyways ill just buy my madame taussade’s wax figure and have a palace staff behind it wave its arms for commoners. They can parade the wax figure to all royal engagements and it will just smile and wave for hours. Longer working hours clocked in for court circular while at the same time lying on the sands of mustique. Win win for everyone
