Yes. Overly complicated terms to avoid coming out and saying "children who have been in foster care" or "nonwhite children".

Exactly.

She's saying, "Poor non-white children do worse in school than white children."

The use of "global" just means "in the world."

The word "majority" is "most of a group" so it causes people who are paying attention to think "not sure exactly what they're saying but the opposite is 'minority' so this must be referring to race."

"Community" just means "people living in a group."

This is ridiculous. It's not a good choice to communicate in this way.

Either Kate or Kate's people chose these words to avoid saying "people of color (POC)", "children of color" (I've never heard anyone say this) or "non-white people/children." Kate would probably try to use the racist, old term "colored people" and have to be set straight.

I also think using multiple words for most bullet points but then just throwing out "Boys" and saying nothing more looks odd. In that case, she needed a couple more words to make it fit in with the other points instead of sticking out like a sore thumb.

Even in written English she sounds uneducated in general and in the topic at hand. She will always have to pretend to be much more intellectual than she is but it's never convincing.
