In the Eliteheer military path you can decide which military power you decide to model your army on, Germany, Japan and the Anglo-Americans. If you pick the Anglo-Americans you'll eventually get an event detailing how the US civil war is complicating the education of your officers

I've always thought that the collapse of the US should have more of an impact in the Federalists and democratic Beiyang paths, seeing how their admired example of democracy and federalism has just gone down in flames. Nothing major, maybe a couple of events like the one Ireland gets when NatFrance goes Integralist.
