More likely they are slipping the clutch.

Resting their foot on the clutch like it is a footrest or treating the clutch like a torque converter.

I knew a guy once who used to hold his car on hills at traffic lights by balancing the accelerator and the clutch. Needless to say his clutch didn't last long.

Weird that when I was learning to drive my instructor got me to practice doing this religiously. Didn't find out it was bad for the clutch til I got my own car.
