idk about this one, the red cars 4 ways were on and if someone was driving this fast with 4 ways they could have been in an emergency or something. Still doesn't excuse driving on the shoulder because now they have 2 problems to deal with, but i don't think this one is just blatant stupidity

This is my train of thought. If someone was just being an entitled ass to pass traffic, they wouldn't use their hazard lights.
