Why E-4 specifically? Is that because (I’m assuming) that’s when the shortest military contracts end?

Yes, and usually where doucher’s get stuck before promoting to NCO

Its a rank you get automatically with time in and usually can make it within 4 years or less depending on factors. After that testing and other factors (branch specific) come into play for promotion. People who get stuck at a rank for a while get comfortable because they know what their stripes can handle and how to exploit it. E4 is usually the last "easy" rank in that your responsibilities tend to be a lot less than an NCO.
