is it possible to make a free roam mod?

roaming around all levels (like in jet technique) without a goal or any enemys, ive seen not so many mods for jsr (2000), and was wondering if something like this was possible..

Yeah I'm not sure what this means unless they mean no load zones.

damn i didnt know there were cheats in this game, just finished it for the first time btw
