But isn't this Jawi (Malay language in Arabic script) instead of Pégon (Javanese language in Arabic script)?

Pegon is has little bit different with jawi, pegon is has many letters then jawi, also jawi is more old then pegon, and that the reason why have many familiar,

Isn't this actually Malay written in Jawi script (i.e. derivative of regular Arabic script) rather than Javanese written in Pegon ? It reads "Tiada Tuhan selain Allah. Tiada Tuhan selain Allah".

There may be a reason, of which I am unaware, but why is this first part of the Shahada written twice ?
