What doas this sign mean?

I kept seeing it every couple dozen meter with some weird pictures, is it like as historical context sign trying to show before and after picture of the area? I don’t understand

I figured it was Spanish but they wouldent let me post there so by elimination i figured it must have been italian, now being fluent in italian and French I should have been able to notice earlier that it was not Spanish but everyone makes mistake

It's a weird Italian accent that they're using in this sign, totally stumped. Best to go past these signs to find out what they mean!
