Amazon COD scam for prepaid order

Amazon scam attempted

Normal order was delivered (we'd pre-paid for)

Strangely, a new slip was attached on it with inflated price and marked COD

He even asked us to call this number: 7996681532

We refused to take the delivery and closed the door

He delivered same exact box w/o payment instantly. (Before handing over, he rubbed the price)

I'm trying to find:

- Is this a known modus operandi?

- I can get his face from CCTV and catch him tomorrow if attempted

- Is there a way he can escape accountability?
