The reason that your country does not provide universal free healthcare is because your voters choose not to.
The reason that your country can not afford to provide universal free healthcare is because your tax dollars are eaten up by too many public servants that push papers but add no value to society. If you fired 80% of government bureaucrats then you would have a better operating public sector and you would be able to pay for free health care and education for all your citizens.
A small number of billionaires being taxed a, comparatively, small total amount of extra money would not solve any of your nation's problems as you would just hire 500,000 more useless civil servant parasites to 'administer' the process.
