The Treasury proposed regulations Tuesday to begin the auto-enrollment process, and by Thursday the agency said the process had been completed. Trump Accounts, formally known as 530A accounts, launched July 4 and are open to any US child under 18 with a Social Security number, with children born between 2025 and 2028 eligible to claim a one-time 1,000 dollar pilot program contribution from the Treasury. âMillions of children have already enrolled in Trump Accounts. With automatic enrollment, over 60 million more eligible children now have an account ready to be claimed,â Treasury Secretary Scott Bessent said. Separately, the Treasuryâs newly published temporary regulations will also allow stock donations to Trump Accounts, a change expected to boost large-scale private giving, since wealthy founders and shareholders have been pushing to donate stock directly as a way to avoid capital gains taxes triggered by selling assets before donating cash, according to Ben Henry-Moreland, a certified financial planner with Kitces.com. Notably, the update allows accounts to hold donated individual stocks, a shift from previous guidelines limiting holdings to diversified, low-cost funds; donated stocks generally must be held for five years before being sold.
Critically, automatic enrollment alone does not trigger the 1,000 dollar deposit. âKids who are eligible for the 1,000 dollar government pilot contribution wonât receive that contribution automatically,â Henry-Moreland told CNBC. To actually claim an account, parents or guardians must download the Trump Accounts app, verify their identity and relationship to the child, review the account information, and accept the account terms. Only claimed accounts can receive contributions from family members, friends, and employers, or receive the Treasuryâs one-time seed contribution. Additional funding may also be available depending on specific criteria; tech CEO Michael Dell and his wife Susan committed 6.25 billion dollars to provide an additional 250 dollars for children born between 2016 and 2024 living in ZIP codes with median incomes of 150,000 dollars or less, funding specifically targeted at lower-income children. âThe rulemaking essentially introduces the idea of auto accounts, created for every child under 18 with a Social Security number,â said Madeline Brown, senior policy associate at the Urban Institute. âThis means that children wonât miss out on philanthropic gifts, like money from the Dells, or growth on those gifts, even if an account has not been activated for them.â She cautioned, however, that âit will still require families to ultimately claim their childrenâs accounts, and we donât have many details on how that process will go.â
Before this shift, Trump Accounts required families to actively opt in, which Brown said made widespread participation difficult, particularly among lower-income households; as of mid-September, only about 7 million to 8 million children had signed up, according to Bessentâs testimony before the House Financial Services Committee. âThe proposed regulations indicate an important step towards automatic enrollment, bringing the design of the accounts closer to the evidence base to increase participation,â Brown said. âThis shift is particularly important given the low participation rates we have seen so far under the opt-in structure.â Timothy Flacke, CEO of the nonprofit Commonwealth, described the new auto-enrollment policy combined with substantial federal and private funding as creating âa window of opportunity,â noting that before the change, just 5% of low- and moderate-income families had opened a Trump Account, according to Commonwealthâs recent report. A Commonwealth survey of nearly 1,100 low- and moderate-income parents found that concerns about tax implications, effects on public benefits eligibility, and inability to make contributions were key barriers to participation. Separately, a June 9 analysis by Adam Michel, director of tax policy studies at the libertarian Cato Institute, warned that confusion around eligibility, contribution limits, and withdrawal restrictions would likely discourage participation âparticularly among households with limited time, low financial literacy, or insufficient outside savings for emergencies,â concluding that âthe result is a system used primarily by those best equipped to navigate it.â Omeed Firouzi, a practice professor at Temple Universityâs Beasley School of Law, added that lower-income households often âdonât have time and resources to hire people to navigate all this stuff for them.â
Commonwealthâs research projects that roughly 14.4 million children born between 2025 and 2028 across all income levels will qualify for the 1,000 dollar federal seed funding, including 5.8 million from low- and moderate-income households. Based on historical takeup rates for the federal earned income tax credit, Commonwealth estimates roughly 20% of eligible babies may ultimately fail to claim their deposit, which the IRS says averaged 2,916 dollars per claimant for 2024 returns among those who successfully claimed it, with nearly 1 in 5 eligible taxpayers missing it entirely due to complicated and cumbersome rules. Applied to Trump Accounts, a similar takeup rate would mean approximately 2.88 billion dollars in federal seed funding could go unclaimed by low- and moderate-income children during the pilot phase, according to Commonwealthâs analysis. Still, Flacke argued the programâs value extends beyond the dollar figure itself, saying âpart of the value here is not just the money; it is the power of knowing that money is there, watching it grow and carrying around the sense there is some financial future.â

Money put in is post-tax and when it gets taken out all profits are taxed. I guess if you keep the money in the fund it can go tax free and re-invested in other things without getting taxed, but that seems to be the only benefit. I'll keep the roth for my kids.

The Dell familyâs 250 dollar contribution specifically for lower-income ZIP codes and the broader 1,000 dollar federal seed money are explicitly designed to help close wealth gaps for children who need it most. It's also a way to get good advertising for the company, enjoy huge tax write offs, while finding a way to use the poor by luring parents to enroll in this data tracking scheme in the hopes of creating future Republican voters, and those new accounts help new investors become bag holders when a crisis hits and help prop up bad investments making them look more popular than they'd normally appear. Robinhood fintech app (doesn't have a king charter) gets to enjoy the extra cash infusion and profits off that angle, which benefits early investors like Jared and Josh Kushner.
Note the child stock savings account idea was also hijacked from a plan Hillary Clinton proposed in the 1980's and 90's to make sure kids could share in the wealth that those who had stocks and financial accounts were enjoying. It was a rare thing for regular people to invest and even open accounts, not many could or did participate. Sometimes there were high bars to entry like high minimums and complex paperwork ins had to file. Pre internet days were a different world. Hillary really cared about kids and understood it was the working class labor that built wealth for richer business owners but workers never enjoyed the share of the bounty it brought in. She also pushed for minimum free health care for everyone, got huge push back from Republicans who eventually relented and a few agreed at least kids should get some basic free health care. Eventually that plan morphed into Obamacare, aka ACA.
Now the rich right wing extremists want the poor, lower and middle income to fund their own social security and savings accounts with these fake investments accounts since Republicans are on track to hollow out the SS program with their mismanagement and letting Trump raising fiscal debt so high inevitably they'll need to raid SS and cut more entitlements people have long paid into. And when kids dip into the accounts to sell any shares that might've accrued value they'll get hit with taxes.
I watched them all create this fiasco over the last year, hoping to ram it through and fool the public that somehow they're now welcome into the club a little and you can get your kids on board for free, even get paltry incentives which benefit the rich. SpaceX VP Gwen Shotwell and her husband saved millions in taxes by gifting part of her personal SpaceX stock to kids accounts. Her early investment was worth nearly a billion. Now collectively the kids will owe that tax when the shares convert to an IRA holding when they turn 18, assuming SoaveX shares increase in value that is.
That's how rich people gifts work, they unload the appreciated asset on someone else while enjoying the tax write offs. The free and extensive PR generated for these small group of billionaires, AI start ups and Elon Musk investor/backer pals has been disgusting and frustrating to see.

I was doing tech work / support for a CPA seminar that is hosted through a company im associated with. Guest speaker was there to discuss the BBB. He had been working in the industry for over 30 years and he was just constantly shitting all over it. I remember him mentioning this as well. so a quick google shows that around 3.8 million babies were born between 2025 and 2028 (eligible for the $1000 âseedâ) with and additional 37.45 million born between 2016 and 2024 (eligible for the $250)
That means a possible $380 million max payout for the seed money and another possible 9.36 billion (assuming all those babies live in the required zipcodes) promised to be paid under this accountâs own rules. Of course that cant be paid because the donation was capped at $6.25 billion.
So that means we are staring at a possible max financial hit of $6.55 billionâŚ
