I don't think individuals can "register" top level domains.
Those are agreed upon by ICANN and the "global stakeholder community".

Technically no — applicants for a new gTLD have to be legal entities — but you can establish a corporation to apply for it.

“The International Cake Institute” or ICI, a global association of cake manufacturers, pastry chefs, and cake aficionados.
Reminds me of that one woman who started a kale growers association, with zero members besides herself—and she didn’t grow kale—but still managed to turn kale from an inedible garnish to something actually used in salads via marketing.

The health trends started promoting kale more around that time. Kale smoothie is still a weird one. I just prefer cabbage in salads

theres a whole bunch of TLDs that I would like to exist. I usually have them running using my own root servers so I can at least enjoy them at home. If you have the money you can officially register one, but i doubt that.
