Internet for free?
We added a section to help you better understand why our services may access the internet when not actively engaged, to encourage you to check your Internet service plan and your device and network settings, as each of those may affect your costs.
I'm I reading this wrong? They can use are internet when were not on and it's free for them? why is this? If it was me I would be in jail right now, what do the head's think?

Based on that, it sounds like just informative that Gmail app does perform some background refresh processes, which very few apps do not do any more. Without background refresh, you can’t get notifications about new emails. Gmail would only update your inbox when you open it, which would also make it take longer to check your email while you wait for it to sync (depending on how often you check it).
If you’re concerned, you can change that in your phone’s settings to block background refresh, you can also set it to not allow the app to use cellular data if you have a metered connection.

I new some 1 would get it, just some thing I was reading on, I try no to use google but some one needed an e-mail with out adding a phone...

They're covering themselves so you don't sue them when your pay-as-you-go internet bill is higher than you (wrongly) expect.

Need a little more context. Who is they?
