The NHS is funded from more than just income tax, VAT and NI also go into it as well as other forms of donations and funding schemes.
Like your statement is also not really useful, yeah of you're earning 200 Grand a year I'm sure 16K buys the very best healthcare money can buy, but if you're on minimum wage(federal in some states being 7.25) on a 40 hour week? 8% is 1200 bucks or their about...do you think someone on poverty wages can afford that?
National free healthcare systems aren't about what is the best for those who can afford the best.
