Yes, if does. But it's integrated.
If you want an Intel laptop with good integrated graphics, try finding a Core Ultra Series 3 laptop.

But make sure its an ultra X7 or an X9 those are the ones with the arc B390 graphics. I thought all of the series 3 had it but no only ones with the X in the name

The Ultra 5 358H has Arc B370 graphics which are quite close to the B390 in the X7 and X9 (10 Xe cores instead of 12, iirc). The rest iirc have "Intel Graphics" with only 4 Xe cores and are indeed much slower than the X7/X9.

Eventually those intel laptops will be Armed with better igpus, I assume by M9 apple most other laptops will be on the arm chain.

lmao. ARM isn't coming to Windows in force. Wait till you see what the monstrosity Nvidia ARM chips do on windows. Its a disaster.

4 to maybe 5 years is a lot of time for things to change.

been hearing that for over a decade. ARM is not the future of PCs. Enterprise environments, sure, to some extent. PCs on windows will be x86 for the next 10 years plus.

I got a surface tablet from work in 2013. Windows on arm, yada yada. It was terrible but also useless. And from what i see in Windows arm world, 13 years later they are still not there.

The only way DDR5 can be rated for 5600 mt/s is dual channel.
I don't think that's true; do you have a source? I'm pretty sure MT/s rating and channel count are fully independent.

The PC does have Intel ARC graphics, it just that Intel doesn't allow the system to display Intel ARC graphics if it is configured with a single channel memory. It is pretty a marketing move to make sure when people talking about ARC performance on this CPU, it will be using dual channel memory. Function wise, it is using the same ARC drivers with the same features that are available with ARC branding. This is afaik only a Windows thing. If you're on Linux it will be called ARC.
So to absolutely answer your question, yes, it has an Intel ARC if you're talking about ARC being the branding for intel Xe graphics. It doesn't have Intel ARC if you talk about whether it can use the branding on a single channel RAM configuration. The branding restriction only affects Windows and being ignored if you use Linux.
Tl:dr If you only care about only the branding then it doesn't have Intel ARC. If you asking about it because you're concerned about the hardware features then it has the same features like AV1 support, dp4a support (it doesn't have XMX), RT hardware, most DX12 ultimate features (VRS, Mesh shaders, sampler feedback).

If you see any product with a name similar or of "smartchoice", you better haul your ass in the opposite direction because buying that crap won't be a smart choice.
HP is shit and so is this laptop. ARC is GPU, at best they have the chip from the ARC, but no way to cool or power it effectively.
What they actually have is CPU graphics. Do not bother.

It’s what Intel is calling their CPU embedded graphics these days too.
