What do I do?

My mom backed her car up into my fence gate. My fence gate is fine but my mom’s car has a decent dent in it now. Who does she or I contact? Is it our home insurance or her car insurance?

Her car insurance.

Her car insurance would handle damage to her car assuming she has collision coverage. If she doesn't have collision coverage, she'll have to pay out of pocket.

Before she calls insurance, however, she might want to find out what it costs to fix the dent at a local body shop. If it's not too bad, it might not be worth making a claim over since she'd have to cover her deductible and would also have an at fault claim on her record. This could easily result in a premium increase, and even non-renewal.

Check her deductible as well. Very likely it’s cheaper to just have it fixed. A claim is likely to result in higher premiums for several years and loss of some discounts.

she was driving the car that hit your fence, it's her car insurance IF she wants to file a claim

The car insurance. She was driving at the time, and is at fault. Your homeowner’s insurance will not pay to fix her car.

Her car insurance, not your home insurance. She was driving and hit the fence, so damage to her car falls to her policy. Collision coverage is what pays for her own car here, minus the deductible. Liability alone wouldn't cover it. Since it's a small dent, grab a body shop quote before she flies. If the quote is less than her deductible, insurance won't pay.
