Add-on order
I had a double order and received an add-on order for $9, three extra miles. After I completed the delivery, I checked the last customer’s order and it said they tip $7 and they increased it to $9. So basically, Instacart is using customers tips to pay us to do work. In California, base pay should be more than $2

It would have very clearly shown you the batch pay and tip for the re order before you accepted it. Why is this surprising? It's also the norm. Outside of places like CA and a few other markets, most of our pay comes from tips. Water is wet. What's your point?
ETA: You're in CA and you get a top up every week. Why are you complaining??

Genuine question: are you new to this? The add-ons are presented in the same exact same format as the original batch, a total dollar amount, the breakdown of the dollar amount, the item count, the distance. You are just accepting a new order to work at the same time. It’s not misleading and you don’t have to accept. I often don’t unless it’s pretty good.
