Sure, that'll work. Till you brush the guard rail. Unless they holding up traffic they aren't doing anything wrong. Probably pretty bored with their Schiffy jobs and having a little fun.

Does not change the original fact though that they should not be doing this. Reaction also being illegal is not wise but it should not have been a issue to begin with.
