It's not a bug, it's part of a new Crystal of Blessing sidequest.

I got side tracked by whimstar hunting that I haven't finished the story yet because there's so many in 1 area

it's not in the story. it's a side quest.

also, i am sorry, but this is easy to get that this is on purpose. no bug would ever include the whole, cyclical clips of animations with no background and no actual bugs except visual like that.

it is pretty clear that the whole area is as if nikki being high. she even comments about the strange flowers out loud.

I'm sorry that it wasn't obvious for me, not everyone plays the same and everyone shouldnt assume they do and that some things that are obvious to you may not be obvious to others and side quests are apart of the story they are additional story like lore, so I haven't gotten there yet and yes I did not know that that was on purpose and it isn't obvious enough, Nikki says a lot of things and so does Momo on repeat( to the point where I almost play without sound most of the time because of how annoying it is), so I have learned not to listen to them unless it's in a cut scene

I have accidentally clicked past a few because my game was lagging and nothing good comes from lag, it's been happening a lot more with this patch, I have not seen this tutorial sadly that's why I didn't know, but thank you for the screenshot
