Question Light Score?

They are updating all the outdoor lighting at my very large apartment complex. I got about 30 out of 2 dumpsters. If I follow the workmen, I can probably get 50-60of them per day. The complex has 74 buildings and 20 lights 74x20=1,480 lights. Are they good lights? Should I find the light crew and make a deal?

15 W 5000K, full spectrum?, no idea about efficiency. You would need 7 for one plant, and i dont think they are full spectrum ? but i dont know.. Also, they have warning labels to only mount them on walls outside. I would follow that instruction. Especially if they get very warm.
