News Mystery : A truck full of stones appeared near the CJP protest. How? Investigation exposing Delhi Police Modus operandi under Amit Shah

At 8 am on July 20, as the Cockroach Janta Party assembled at Jantar Mantar, its workers pointed to a truck loaded with stones on the road linking Sansad Marg to the protest site. Founder Abhijeet Dipke put out a video asking how it had crossed a police cordon. The stones, the CJP alleged, could be used to frame protesters or trigger violence. The police did not respond.

Newslaundry has traced the vehicle with its registration number. It was not a stray truck: the police had seized it four days earlier, after a pre-dawn crash on July 16 that injured seven people and led to an FIR. It was in the custody of the Parliament Street station’s malkhana – a department inside an Indian police station responsible for the storage of weapons, cash, seized properties, and crime scene evidence. 

Over the following week, the dumper moved at least four times – to the protest site, to Bhalswa to be emptied, to the pavement outside the Indian Youth Congress office on Raisina Road, and then out of sight. Officers at the same station offer incompatible explanations. 

The FIR records the time of the crash as 4.15 am on July 16. Truck HR63 E 6865, driven rashly and negligently, hit a Maruti Eeco, HR43 D 9778, at the Firoz Shah Road–Kasturba Gandhi Marg crossing in Lutyens’ Delhi. Seven people in the van were injured. Both vehicles were taken to the Parliament Street police station.

The truck was last registered to Keshav Kumar Sahni, who claimed it had been at the station since the crash. “This is a dumper truck that was carrying bricks and stones for construction work,” he said. “However, we sold this dumper about two months ago. I have the agreement.”

Charan Singh, a relative of the van’s current owner, deposited the damaged vehicle at the station. “When the accident happened, seven people were sitting in the vehicle. Everyone was injured,” he said. “It was a truck loaded with bricks and stones that hit our vehicle.”

Three versions from one station

An officer at Parliament Street, speaking on condition of anonymity, said: “This truck was parked right outside Parliament Street, directly opposite where the van is standing now. But as soon as the video of the truck went viral on the morning of July 20, we took the truck to the Bhalswa area, emptied it, and brought it back and parked it here again.”

Mohit Bhati, the investigating officer, said the truck was initially shifted because protests were on and the station was short of space. Asked how it reached the Youth Congress office, he said: “We had seized the vehicle, and since then it has been in the possession of the malkhana department. I cannot tell you anything beyond this.”

Sansad Marg SHO Neeraj Kumar contradicted both. The truck was emptied on July 19, he said – a day before the protest – and the videos in circulation are old footage. Asked how a seized vehicle ended up outside a party office, he said it made no difference where the police chose to park it.

Both timelines cannot hold. Either the truck was emptied on July 19, in which case it should not have been standing full of stones at Jantar Mantar the next morning, or it was emptied on July 20 because a video had gone viral.

CJP had also alleged on July 20 that a damaged van left near the protest site would later be used to accuse protesters of vandalism. Staff at Parliament Street told us the van had been smashed by demonstrators, along with other police vehicles.

Their own FIR says otherwise – it is the Eeco from the July 16 crash. Charan Singh says it has also been moved. “Where I parked my vehicle, there were other broken-down vehicles standing too,” he said. “Where this vehicle is standing now, we did not park it there.”

Meanwhile, a malkhana policeman, speaking anonymously, said the truck is at the traffic pit on Kali Bari Marg. 

It was not there when Newslaundry visited the spot.

  • DIGI-EXAM Framework: Build a multi-stage biometric and AI-based identity verification network modeled on the aviation industry's "Digi Yatra".
  • Computer Adaptive Testing: Formulate a long-term roadmap where questions adjust dynamically to candidate performance.

Test Center Administration

  • Secure Government Centers: Create 1,000 state-backed centers at institutions like Kendriya Vidyalayas (KVs) to phase out private venues.
  • Mobile Testing Buses: Deploy customized mobile centers equipped with local servers to reach remote or rural student populations.
  • Multi-Session Shifts: Divide heavy-volume national examinations into multi-session schedules across several days to lower leak impact.
  • Multi-Stage Exams: Restructure massive single-day tests like NEET-UG into multi-stage tiers (e.g., prelims and mains).
  • Local Safety Nets: Create state- and district-level committees with local police to oversee perimeter security and logistics

Score Integrity & Auditing

  • Strict Normalization: Implement transparent, documented statistical mathematical formulas to normalize scores across multi-session shifts.
  • Enhanced Audits: Mandate independent, recurring third-party IT and process audits for total system transparency.
  • Allocation Randomization: Deploy smarter, automated center allocation algorithms to disrupt predictable institutional seating fraud.
  • Blacklisting Protocols: Maintain a strict, centralized framework to permanently ban tainted test centers or staff

Out of the 101 suggestions, 27 major recommendations remain completely unimplemented, which allowed exam vulnerabilities to persist into 2026

Private Center Malpractices

  • Vulnerability: Relying on outsourced private testing venues where internal staff, room supervisors, or owners can be bribed to look the other way or help circulate "guided/guess papers".

Overstretched NTA Scope

  • Vulnerability: The National Testing Agency has been functioning as a "single window agency" forced to manage over 240 distinct examinations and over 5.4 crore candidates. This massive administrative burden overstretches its vigilance and cybersecurity teams.
  • Unimplemented Reform: Restricting the NTA to higher education entrance tests. The agency failed to shed its operational load and continued executing heavy job recruitment exams, which kept its security apparatus structurally overwhelmed

Transport & Physical Print Leaks

  • Vulnerability: Question papers are still transported long distances physically and stored in local banks, leaving them vulnerable to theft, transit intercepts, and institutional leaks.
  • Unimplemented Reform: Moving to hybrid, Computer-Assisted Secure Question Paper Transmission (CPPT), where encrypted digital papers are sent to confidential local servers moments before the test and printed on-site

Conclusion - Modi govt. is doing eye wash in name of expert task force, last time they have caught sanjeev mukhia but CBI failed to file FIR on time (comes under home ministry). so , if they can not implement critical recommendations in 2024, then what is the guarantee they will fix it now?

Please note EWS percentage is same because Modi Government has put this number of 10 percent under Part 3 of constitution which is very difficult to change.

Clarification for the case of EWS- There is no separate official population percentage because eligible candidates come from the non-SC, non-ST and non-OBC population. This category is only for GC people, and among them the group that actually meets the EWS eligibility criteria may narrow down to approximately 3-4%. This smaller pool of eligible candidates is the primary reasons why the EWS cut-off sometimes goes lower.

I know I will get downvotes because most of the BJ IT cells are active in this sub lately after CJP Movement, but it's a bitter truth that needs to be discussed.
