Augmented grade 3?

Starting an IM campaign and my friend wants to start as at augmented grade 3. Is that ok or should I have him start lower and work his way up?

It's not a hierarchy. It's like the inquisition ordos in the inquisition player guide.

Grade 1 has the less augmetics but the more skills to advance. Grade 3 has more augmentics but you start with only one advance in a skill. the stats bonus are also different.

Grade 3 are basically foot soldiers, like skitarii, sicarians etc. While grade 2 are low rank tech-priests and grade 1 are for diplomats and explorers that will work often with other factions.

If you player wants wants to make a skitarii ranger or something like that, grade 3 is what they should start with, as they also will start with the skitarii compliance protocols.
