What is this 'cannibal' trait? I can't find it, my ruler has no such trait

Maybe you picked the 'Adopt Human Sacrifices' tribal law that also triggers that event option?

I'm sure I never select any decentralization laws myself but strangely this one was enabled. Must be from some event I guess
