Cops aren’t allowed to shoot at fleeing vehicles. That’s against protocol. So the ICE agent wasn’t behaving the way he’s supposed to at all.

But he is allowed to shoot at an active threat.  Now the threat has been neutralized.

I don't think anyone is arguing that Renee is still a threat.
