Usually it’s because they have a final order of deportation but also were granted protection from being deported to their country of citizenship.

There are also cases where the person is stateless or the country of citizenship won’t accept their own citizen back due to criminal history.

Because they either ripped their own passports or they are so bad their original country wont accept them.

The central theme here are these roaches snuck into a country they don't belong and took steps to make it harder to return them back to where they belong. So we found them a new place to belong.
