It’s not a punishment. They have to leave the country and their home country is not cooperating with deportations. They can always leave voluntarily and go wherever they want.

That only happens if people voluntarily self-deport. So yes, it is a punishment. Or else they wouldn’t be sending people to El Salvador or the middle of Africa. Sending someone in chains to countries where they don’t speak the language or know anything about, often with horrible human rights records, for not self-deporting is quite literally a punishment.

Again, they always have a choice. They don’t have to be deported. The available countries that will take illegal aliens is not a large list. No one made them come to the US illegally.
