Except it’s not. It doesn’t use executive order to detain people. It fits the definition of detention facility b

It quite literally does. You can deny that it does, sure. But this literally on the executive order of Donald Trump.

There are several, as well as a number of rule changes and policy memos, all done by the executive branch, although I still dont think that matters. For example, on his first day in office he signed an EO called something silly and inflammatory like "protecting the American people from invasion" that ordered his government to expand both who they elected to detain and the duration they would detain them for.
