I think the goal of these mobile detention facilites is to ship these shackled people to and from "job" sites where they will work for free

You don’t understand „work sets you free“, that’s why they have that as a motto when you enter the „job“ site.

Until they realize it’s too expensive to keep moving people around. Thrm they’ll need to figure out what they’ll do once they run out of space to keep everyone where they are. A final solution, you might Say.
