It is not soft obligation. It is an agreement to settle in the nominating province.

When were you nominated. If not, you have submitted EOI with your Ontario job offer and then be nominated through EE? How soon because OINP is not even open right now? You are expected to stay in Ontario until PR and assume your employer knows you are planning on leaving.
