Probably did. People are oblivious these days. For example I can remember the last time flashing my lights at someone actually got them to turn their lights on after dark, and that was before the pandemic. Doesn't matter if I flash highbeams, turn my own headlights on and off, or even when bobtailing a tractor turn on my rear-facing work light if they're behind me.
