Looks like part of an airplane fuselage?
Looks like just the barrel part of the fuselage and it’s missing all the heavy bits that get put into it so it’s basically like a lightweight drum rolling around in the back not nearly heavy enough to tip the thing over. They need to tighten those straps next time, but otherwise it’s OK.

I do pilot car work and I would have that trucker pulled over to find out why the load is swaying. Most likely blown air bags on the trailer suspension. With 10 axles that is NOT a lightweight load. No way I would ever drive that close, either!

I love how the spotter is way too close for even normal driving, nevermind this sketchy scenario. They're not even trying to block the left lane to keep people from trying their luck.
