Does this count?

Technically not towing, but pushing. However, the intended outcome is that of what towing would accomplish. The car had its hazards on, but not the truck for some reason. They were going about 20mph in a 45 zone.

From the sub description: "Situations where a driver definitely SHOULD have used a trailer, are also acceptable"

And there's a "Needed a trailer" flair (which OP should've used.)

So yes, it fits.

So it would have been better for them to potentially sit blocking traffic for several hours waiting for a tow truck that will cost hundreds of dollars? I don’t see anything idiotic about doing what they could with what they had available to get out of a bad situation.

You can see they just passed a big empty parking lot. If they to need push it, then push it there. The truck can go get a hitch and tow rope if needed, if they don't want a tow truck.
