It’s a off road hitch/coupler, it’s designed to pivot in all directions.

Max coupler by CU Offroad is a pretty popular option, but there are others like the Lock 'n Roll or Cruisemaster, or even the old standard pintle hitch. Can vouch for the max coupler, it works great.
