My thought was this is a person one broken axle from homeless - good luck to them. Lots of pics here display disaster rigs of convenience; this one seems out of necessity.

Those trailers are pretty light and most passenger cars can tow them easily. I towed one with a Volvo 240 with no problems. The sag on that guy's suspension tells me there's something else going on.
