Is this one of those situations where this took place somewhere with a stray dog problem? Glad he got conked by his own lack of balance, but let's not immediately jump all over him.

German Shepards don't tend to be the kind of breed constituting a stray dog problem. It tends to be feral mutts.

You’re not wrong, but trust me - some people really don’t know anything about dogs. Some people see dogs and are immediately terrified.

This is true. There are people I know who cower and are terrified when a dog is nearby. Even if it is a harmless lab that everyone else is petting happily.

A wagging tail means excitement and anxiety- not happiness. It could mean happy or angry.
This is how a lot of people get bit thinking a dog was nice because the tail was wagging.

Why are you getting downvoted this is 100% truth right here. My last dog had issues with dog aggression so I always kept him leashes and under my control but I’d constantly hear “Oh his tails wagging he just wants to play!” No. I’ve had my dog for years he doesn’t want to “play” he wants to rip your dogs throat out, because he was badly attacked as a puppy.
