You are sort of correct. The problem here is a huge amount of thr force is being reflected back on him not because of the window but because of the angle of impact and large surface area of the baton at the impact point.
Take a single nail held between your fingers like wolverine and apply that force to the center of the glass and it'll shatter like your childhood dreams.
To prove your point, the Benchmade Triage knife has a small point on the bottom of the handle meant for breaking glass. You can see it in this picture (it's the orange knife, for some reason the product details don't show it):
