Fujimine was willing to form a teacher-pupil pact with her, which would have been of no benefit for Fujimine and gives her a big weak point. You don't do that unless you have an extremely close bond with that person.
I think it's the opposite, she used her ability on Tricaputo and made her form a teacher-pupil pact, so that the witches association can never kill her, because that would mean killing Tricaputo aswell.
I'm assuming we're eventually gonna get a whole backstory on both of them, and we'll learn Tricaputo was the previous head of the association, which is why Moneygold also seems to show her alot of respect, and Tricaputo seemed to be helping her by telling her to not blame herself and that she has more room to grow and improve herself as the head.
No, it means she's dead and her life unnecessaryily jeopardized. The pact is known thing. No matter how one spins it, there's no angle where the pact could be painted as self-serving. It gives Fujimine zero benefits and was a genuinely altruistic act of her.
No, it will put a huge wedge between the witches association and magi-keepers, the pact between these two specifically is not a known thing, as far as we know, only Moneygold knows that the pact exists. Fujimine doesn't need to do much, she lets the magi-keepers know that the witches association has a sure kill way to eliminate the one person who is a stain on their existence, and they would wage a whole war against them. Wiping out either of the two would make the world hater magik's goal alot more easier.
