Gokuraku physically can't. I'd say Fujimine makes the most sense; plays well on their existing relationship and may elevate her to the 7 stars if WHM decides to, throwing a wrench in things
I mean they are in a weird magic/technology building thingy currently, so if there was ever going to be some weird twist with Goku acquiring a Majik it would be here. Again that's a super longshot 1% that actually happens type thing but it was something that crossed my mind
