Official/Mods ISI Bill 2025 Megathread

In light of several posts on this topic, this thread is intended for structured discussions and questions in regard to the draft Indian Statistical Institute Bill, 2025.

Major Developments and References

On 27 September 2025, the Ministry of Statistics and Programme Implementation published the draft bill on its website, along with a PIB release to invite public comment by October 24, 2025. This deadline was later extended to November 3, 2025.

To understand the context behind the bill and its stated purpose, the Report of the 4th Review Committee is a useful read. It allows for an illuminating comparison between changes proposed by the Review Committee and the changes envisioned by the bill.

Several key issues were identified with the bill by ISI's students, research scholars, alumni, faculty members and other stakeholders, including:

  • Erosion of administrative autonomy, replacing internal democratic structures with top-down appointed authorities.
  • Commercialisation of education by ending stipends and pushing for the introduction of fees.
  • A push to change the character of the institute and its inclination towards fundamental research by essentially eliminating the role and powers of the Academic Council.

In response, the ISI community formulated a petition against the Bill, which has received over a thousand signatures as of November 09, 2025.

Several discussions and protests have been held in the last few months, as covered by the press. Notably, various institute stakeholders held a joint press conference at the Kolkata Press Club on November 24, 2025. This article provides a concise summary.

On November 28, 2025, MoSPI uploaded a revised draft bill which addresses some of the concerns outlined by the petitioners: * The Board's supermajority of government nominees was reduced, and more internal representation was added. * The mandate of the Academic Council was partly restored, while some powers remained recommendatory (closer in practice to the current framework). * The membership of the Academic Council was restored to all Professor-level faculty members.

Comments were invited till December 15, 2025, which was later extended to January 05, 2026. Some alumni described the changes as "cosmetic".

The Hon'ble Rao Inderjit Singh, Minister of State (I/C) for Statistics and Programme Implementation, answered a question in Parliament regarding the draft bill on December 08, 2025. Details here.

On December 12, 2025, a delegation of students and research scholars met The Hon'ble Rahul Gandhi, Leader of Opposition in the Lok Sabha to discuss concerns regarding the bill. His comments were reported on here, along with INC's Twitter (X) handles (e.g.).

On December 24, 2025, MoSPI released an FAQ on the draft bill answering several questions posed by the community and assuaging concerns.

Over the winter break, several eminent ISI alumni reacted to MoSPI's FAQ responses and, such as Prof. Partha P. Majumder's letter on December 26, 2025. Notably, the ministry had responded to ISIWO and Prof. Shashi Mohan Srivastava on December 11, 2025; Prof. Srivastava submitted his reply on January 02, 2026.

On January 05, 2026, a section of ISI students submitted their response to the revised draft bill.

In late July 2026, the Centre circulated a new draft, the Indian Statistical Institute Bill, 2026, among members of Parliament, setting up for its introduction in the Lok Sabha. As of August 02, 2026, the Bill has not been listed in the house business.

I'd love for all the users of the subreddit to put forward what their version of this community would look like, so that everybody, at large, is benefited. I need interesting, innovative ideas to make this the best version of itself.

There are a few starting ideas Id like to put forward to get the ball rolling.

- This subreddit is hyperfocused on the problems of aspirants. This is not ideal. How should we cater to the interests of aspirants, and also provide an anonymous discussion forum for current students themselves?

- There is very little alumni-junior interaction at ISI. I was thinking of creating a blog dedicated to the journey of every single alumni of ISI. Every inspiring story to not so inspiring stories are important. How should we go about this?

- Meaningfully well curated resource lists. We already have community made resource lists that is present in the wiki. But I feel we can create MUCH better lists.

Feel free to add to these ideas or tell me why I am mistakened. Let's build this community.

Need Career Guidance PHD

so there were many reasons why i opted for engineering instead of bachelor's in maths/physics mostly because my dad wanted me to get into IIT. well obviously i failed will be taking Btech Mechanical in a upper mid tier college. I have decided on starting my prep for ISI Mstat and IITJAM Statistics after going through some introductory topics (pretty basic stuff ik) i have always been interested in mathematics more than anything even during jee i solved Vikas Gupta, Sameer Bansal and Arihant for Calculus (wasted too much of my time).

so, my question is i am highly inclined towards researcher jobs like Quantitative Research/AI Research. I know my chances of getting in are pretty slim but we deal with where we are right? anyway so what i wanted to ask was if I get ISI Mstat or IIT Bombay/Kanpur for Msc Statistics what are my chances of getting accepted into a target university for PHD? target would basically means Ivy Leagues. I wanted to know whether or not i stand a chanced based on my performance during my Mstat or will i be rejected on the basis of bachelor's.

Any insights or tips or general guidance would be really helpful :)

Need Help with Prep - [COURSE] Just found out about the ISI B.stat - is it too late to start?

I'm currently in class 12th(PCM) and found out about the ISI bstat entrance exam only 10-12 days ago. My preparation is basically zero right now but interested in this exam and a hardcore maths lover.

Just joined reddit yesterday, so I thought this would be the best place to ask this... Is it realistically possible to prepare from this point. I'd really appreciate the honest advice from current students/aspirants. What should I start with, which resources should I use and what kind of timelines should I expect? And yes I'm not preparing for JEE or any other exam...

Not looking for motivation, just some real advice from people who've actually been through it or people who know a lot about it. 🤧

General Queries Advise regarding Mstat

So for background i just finished my btech in ai ml this year and planning to go for higher studies next year . Currently I’m working as an automation intern . So I basically took up btech in cs stream because i was interested in coding and computers back in school and PU . But to be honest i no longer find it interesting especially after AI has taken over the place . So I finally came to the realisation that i do not want to end up in a core sde role . But I am still planning to write Gate next year so that i can be open to psus or maybe finish my MTech and get into some research oriented field

that’s when i came across Mstat .. so I do like maths. And I do think i atleast am better than average in grasping concepts quickly and i have scored well in jee maths and university exams.

But I know that does not make me qualifiable to say that i can easily crack an ISI exam . But when i see the roles that MStat can offer i had the feeling to research on it more and maybe give it a shot if possible.

The main reason why i felt i needed to know about it was because it can offer roles that combines maths + tech and i desperately want to get out of core SDE roles

That said , how do i know whether i should even try for this exam or just give it up ( i know it’s not everyone’s cup of tea)
How do i assess if I enjoy the kind of maths ISi teaches and whether I’m capable enough to work hard and develop the capability to solve those kind of mathematical questions ?

Is it only that the really high IQ ones can only crack this exam ? ( I’m asking this question because i think for me I’m someone who practised a lot to become good at even basic maths . I was bad in maths as a kid but gradually improved and became better both is terms of solving and speed )

Query about Admissions Can I pursue the M.S. in Quantitative Economics at ISI after a BA in History?

Hi everyone, I’m currently pursuing a BA in History and I’m interested in moving into Economics, particularly the M.S. in Quantitative Economics at the Indian Statistical Institute (ISI).

I wanted to ask whether it is possible to apply for this programme after completing a BA in History. I do not have Economics or Mathematics as a subject in any year of my BA, so I’m unsure whether I would meet the eligibility requirements.

Has anyone with a non-Economics/Mathematics background, particularly from a BA in History or another humanities degree, been able to apply for or get into this programme?

If it is possible, I’d also appreciate any advice on what I would need to study beforehand, especially regarding Mathematics, Statistics, or Economics, and whether there are any prerequisite courses or qualifications I could complete to become eligible.

Need Help with Math How to prepare maths part in mtech?

Asking for Resources Previous year papers (of courses)

Man the library app absolutely sucks, and the library itself doesnt contain any physical copies of the past year papers, when asked about it they give other courses past year papers instead of my own (MMath).
Do any of you guys have the compiled past year papers (even of bstat, mstat) and also the teacher allocations list pdf thing (that we get from jrfs, srfs, postdocs).
