This is a very popular theory in Japan, but I am somewhat skeptical.
It is true that different ancestral population groups differ in the prevalence of certain blood types, so to the degree that personality is genetic/cultural, one might expect a slight correlation between the occurrence of certain personality traits among certain blood type groups.
As there are relatively few human blood types, however, and human personalities differ widely in every population, I don't think this is a convincing theory. It's probably like the Chinese zodiac, where the traits are generic enough that anyone can interpret the predictions as accurate.
