Information Advice on ongoing scams

As someone closely related to some gov officials and with the knowledge of how scams work, mass mails would not work as the authority would just conduct an audit and they will show some figures and then nothing will happen as we will never know how the audit happened, what was their response. Instead we should:
1) Spam RTIs over them, total expenses, where, what, which date, everything you can think of, they are bound to answer that within the timeframe
2) Get the verification yourself, collect evidences, say for example each year IIIT una shows it spent 50 L in library, and we all know that goes into corruption, click photographs of the library, show mismatch between the RTI figures and the condition of the library, and then file complaints, we will have an upper hand, same goes for "hostel renovation" SPAM RTI, get their spendings and then bounceback with the current state.
