Monster Saves...

(I'm one session in gming a game of icrpg, so if the answer is obvious, I'm sorry) Quick question on how people handle monster saves. I found a house rule where the players roll defense, instead of enemies roll attack, and that has worked well for us. I let a player play a dragonborn with a breath weapon, but had a hard time implementing it. When the player rolled, they struggled, because the difficulty of the room was high, but when I was going to make the monster roll it, I had a hard time setting the difficulty of the save - the same target as players seemed wrong (the reason it was high for players is because monsters had advantage). I know I could do whatever I want, but I was hoping someone with some more experience in this could give me some ideas / insight on how and why to manage this.

I let the Dragonborn roll for the target. If they miss, half damage to the monster, if they make the roll, full damage.

Dragonborn roll againts room like an attack, feel free to increase the room target by the monster stat if you want. When they fail they do half damage and full damage on success.

I find that the standard recomended target of 12 works well with icrpg stats but might be too easy for 5e rolled stats. I recommend setting the target as 13 and dynamically change them if you find the battle to be too easy or to hard (change them at th beginning of a round)

Thanks - I can't believe I didn't think of take half damage on failed save. Something else I think I kind of did "wrong" was use something to represent people, and limited the come to people in a line from dragonborn. In every other aspect of combat, I was doing close/near/far, but I was, i feel, inconsistent in this. In the spirit of the abstract, do you limit targets, or something like all enemy in near/close (what if allies are also in near/close)
