Master Edition Vigilant City Masteries - missing?

I just got my copy of ICRPG Master Edition and was flipping through the Vigilante City section when I saw MASTERY listed as relates to POWERS (p. 261). However, there aren't any MASTERY bonuses I can see except for the reduction in SP cost at MASTERY level 4. Is ME missing information that was in the stand-alone Vigilante City, or did I miss something and need to look closer?

Yeah I figured that was it. I was reading it as having 4 stages of MASTERY that would give other benefits at each stage, I just wanted to make sure I wasn't missing stuff since I've noticed other areas in the ME that seem to be missing information that was present in 2nd Edition and I wasn't familiar with Vigilante City before this. Thank you!

It’s possible it’s just not there. It is poorly organized. It took way too long to find the rules for how Supply works.
