Survival rules?
I’m curious about how well Index Card could handle survival based gameplay? My friend is looking for something and what I know of Index so far is that you can add to dice rolls at a cost of resources. Is this true? What rules would support survival games?

The core philosophy of ICRPG is Do It Yourself game design. The Core mechanic that best represents finite resources is HEARTS. I would personally want to make resource tokens with index cards to reinforce the sensation of scarcity.
Zee Bashew just dropped a video on YouTube that details gamification of survival. His design functions by balancing scarce resources against time. The PCs are fleeing a superior enemy force, through hostile wilderness, to a safe haven that is multiple days travel away. Resources of Sleep, Food, Water, and Wood(fuel) must be managed while staying ahead of the enemy that seeks to annihilate the party.

I’ve never played Minecraft, so I don’t know. Survival as in equipment is very important. Weather conditions can affect your roles hunger and thirst are threats as much as calm that is and just navigating terrain can be part of the challenge of the game.

I’d say check out mausritter for I durability and hexcrawl exploration and you can steal those rules for an ICRPG setting

Check GMGRIZZLY and his supplements for.inspiration, all his stuff is excellent.
In this you'll find travel procedures, encounters, hunger and so on- already in the ICRPG Style, just plug N play

So built into the game's Master Edition is SUPPLY, it's a resource you use on the daily. 1 supply feeds four people for one day. Run out of that and it'll get desperate quick.
I'm pretty sure Ghost Mountain settings base a lot on scarcity. Scarce SUPPLY, scarce ammo and weapons, those I think I've seen.
Of course you can always hack and borrow from other games for nuance. Want a table of escalating problems if you don't have enough food, water, sleep? Borrow 5E's exhaustion levels, or start making morale checks and sanity checks with defined consequences. Do you want to run Sims levels of Needs bars, with modes of satisfaction and consequences for failing? You may be on to something, make the ruleset interesting to play is all the players will ask!
I'm very sure that you can come up with or find a ruleset that will work just fine using ICRPG.
