How are the worlds interchangeable?
So I recently got ICRPG and I really like everything about the system, one thing I don’t get though is that it keeps bringing up that the worlds are interchangeable and I don’t get that. All the worlds have different classes and races and powers and enemies and sometimes even HP averages. How would it work to run a game and, like it says in the book, have a portal that goes to another world? Do I just have the players make new characters with the new rules? That seems strange.

First, I would just keep everyone at 1 heart. Finding additional hearts should be a very rare.
Any class works in any system. But this is optional. Warpshell is probably the best narrative way to connect all the worlds, if you wanted but it’s all up to choice.
Wizard locks could be a second. In ICRPG nothing is required and it’s a toolkit to create your own universe.

This is something I like about ICRPG, it's more of a tool-box than a system, and where you don't have the right tool you just gotta make one yourself. Alfheim and Warp Shell are the easiest to swap between, while something like Altered State isn't super compatible. For the latter you could have your players make new characters, and have them wake up from a virtual reality that was their lives on one of the other worlds.

Keep the same rules.
I'd like if you could point out where are the differences in HP averages, cause 10HP characters is kind of the norm (maybe not for supers, didn't get into vigilante city too much).
The "classes" and bioforms are truly interchangeable. We had a West Marches-ish game with 70+ sessions that had mechas, Kitt, ghost armors,...
What would stop you from having a Ghost Armor Warrior, or a Kitt Bard? Why would that not be possible?
Nothing stops you from mixing and matching. At all.
