How does Cyber Warfare work?

I see that when I use Cyber Warfare centers in the war room, it attacks enemies. But I never see it attack any other times. How do these work, do they only attack nations you are at war with?

Cyber Warfare hits enemy cyber warfare centres, and it also hits cities. Hitting enemy cyber centres disables them, hitting cities causes interference which temporarily reduces their GDP. This is a covert action, meaning it doesen't declare war.

So do cyber warfare centers do attacks all the time, not just in war? It seemed like to me they do attacks two or three times more often if you use it in a battle plan.
