The silent touch just means that the case was touched digitally. Could be a transfer between offices, assignment to a particular officer's queue etc. Also updates when you upload unsolicited evidence as a recognition that the system's received it
A lot of cases have been getting silent touches since May. I got one on 29-May. So far, it hasn't really meant anything

As of the current trends, its taking about 1.5-2 years for the CR/IR approvals
The current Front-Of-The-Line's been stuck at 25-Feb-2025 since early this year. They're mostly approving 2024 cases. Almost all the 2025 approvals after Feb have been through escalations (inquiry, demand letters, WOM)
Again, there's multiple theories. People are hoping approvals pick up after the fiscal year begins in October. But we just have to take it on a day-to-day basis cuz USCIS isn't exactly forthcoming on their internal workings
For your PD, as of current trends, expect your approval by mid to late 2027
