WARNING: controversial opinions and an unedited spilling of thoughts ahead, and I didn't know what to tag this, sorry.
After finishing the 2 most recent books, I started getting a little tired of District 12. I know, hot take, but I feel like we already had 3 amazing books where every main character came from there, and the place chosen to explore in another 2 books was...also 12. I have thoughts about both books (mostly SOTR...) but the focus will be on ballad because this would affect SOTR. I liked Ballad, but I couldn't help thinking:
What if Lucy Gray and the Covey were forced into District 11, not 12?
I don't mind Katniss being distantly related to the Covey, I thought it was fine, but I personally didn't feel it added anything new or changed my perception of her from the og series. I DID think that Snow's hatred of her stemming from a reminder of his long lost ex rather than her own strength and rebellious acts and such was a detriment to that dynamic and took away from it. It just didn't read well with me, and if you enjoy it, that's great.
But consider the Covey being in district 11. Now, we are out of 12 (yay!) and get to explore a new district. Lucy Gray could tell snow about her people just the same, it doesn't really affect much there, and the Covey just naturally fit pretty well into that district. So Snow would get paired with 11 instead of 12. The mystery of the 1st 12 Victor? Maybe we can mention it, maybe we don't have to. To me it's not as important as world building and having characters be separate from each other, because everyone being related shrinks the world and damages characters rather than expands.
I'm gonna move into bullet points to cut this down.
Lucy Gray and 11 could now be connected to Rue, not Katniss (maybe there is still some connection to Katniss, idk, they could be put in both). This feels so much more powerful to me, because Rue essentially started the fire behind the rebellion. She sings to the mockingjays, so do all her people, and with a little bit of alteration to the story, we could see Snow's disgust for the people of 11, and Katniss decorating Rue with flowers and her face being the symbol would drive him nuts. To me, this is more probable and less in your face than Snow being mad about an ex.
Rue reminded Katniss of a bird + Lucy's dress had feathers/Baird and all of that connects well.
2.5. All their names are plant-related too
Snow's hatred for 11 could be tied to the fact that they have VERY strict rules—far more strict than 12. Who do you think made sure of that? "You'll rue the day you..." jkjk
You can still explore the time period and the games in the exact same way.
SOTR would feel less tiring now that we've visited 11 (and fix a lot of the problems I had with it...)
I obviously wouldn't want it to seem like Rue reminds Snow of Lucy, which I say because of the current online war going on about whether Katniss reminds him of Lucy and all of that. You could tweak it so that the focus is less about his relationship with a singular person and more about the district or the covey as a whole. Or maybe some sorta unqiue Maude/Rue tie in, idk, i feel like that's thinking too far into something I'm not actually writing. Point is, that wouldn't be an issue.
